The high block deflects downward strikes aimed at the head by driving the forearm upward and forward above the forehead.

The high block (Eolgul Makgi) protects the head and face from descending strikes, such as a downward hammer-fist or club strike. The blocking forearm rises above the head and tilts forward at an angle, so an incoming force is deflected away from the skull rather than driven straight down onto it. Like all Taekwondo blocks, it is a deflection, not a catch.
